I think there are two possibilities:
-The original sale they mention in US is probably only a committment to buy from whoever the private buyers are and actual sale has not taken place or
-If the actual sale has taken place, then those owners will not be able to sell it in the secondary market until they register or get exemption (for which presumably they have made an application to SEC which might be under consideration).
Not clear which scenario is morelikely from the press release.
