I was looking at a map of the arctic ocean last night. It was clear to see why the new high pressure area in the arctic caused by warmer water is pushing cold air to the mid and the east coast.

By the time the jet stream hits the arctic high pressure area it as passed Alaska and the arctic ocean high pressure pushes all that cold air down to the lower 48.

As you know the jet stream moves from west to east. I expect this will only get more pronounced as the earth warms.
