$0.30/W is very low for a first installed cost of p-v kit, if that is the metric you are referring to. Manufacturers are boasting 1.60 per Watt, with a few daring to suggest slightly under a dollar and thereabout. The lights in question are actually LED-types with lower wattage ratings than 60W, and the source is very likely a battery that is charged during daylight hours and discharged sparingly after sunset. Perhaps someone else has a better explanation. Anyone?
