There is a barrier that with India that the Chinese do not have. The typical Indian entrepreneur practices the "nickel and dime" approach. They would rather go for manual labor instead of embracing the more expensive (initial outlay) but superior "automation".

The American entrepreneur has not abandoned the concept of "initial investment" whereas the Indian entrepreneur still continues to believe in "cost instead of investment."

The Chinese do not have this problem since the Govt. has all the resources at its disposal and hence has the leeway for long range planning which is needed for a country on the verge of launching itself in the economic forefront.
