Alex, by itself I don't see anything here smelling of protectionism. This seems more like error on the president's part for waiting for so long in is second term to get something which his own party loyals would rather distance themselves from. IMO it is typical "lame duck" behavior from those who are already looking for THEIR reelection posture. Regards, Ron
