There are overlaps.

It would be similar to ask "are all tea party folks also libertarians?"

Overlaps but not the same.

For those that favor the legalization of all drugs .. I would say that about 90% of those just want to stop wasting tax money on something that doesn't work. We don't favor using those drugs. We just think our current policy doesn't work and therefore isn't worth paying for.

If it makes you feel better ..
I remember reading about some small place that made heroin completely legal. And made sure that there was plenty available. The next day half of the junkies were dead.

And the survivors didn't have to steel everything that wasn't nailed down.

I suppose that you'd have to give law enforcement a raise .. a token to replace some of the lost graft income.
