Their ability to operate openly or semi-openly is reduced. Many of their leaders and most experienced operatives have been killed or captured. They where decisively rejected in Iraq. They have a minimal presence in Afghanistan instead of having large training camps and open support from the government. They are embattled in more of the areas they are in, and they haven't been successful at moving an inch towards their large long term grand strategy goals. They also have not pulled off a serious attack in the US since.

If you think their recruitment was high, imagine it if they pulled off 9/11 and the US left them alone in Afghanistan.
