In the case of Mason County Illinois, that water comes from the Blue Ridge MTS in Virginia. OTOH out west there is the Ogallala Aquifer which has gone down 100' due to irrigation. Restrictions have been put on pumping from it.

The Platte River has dry sections from irrigation. The runoff goes back into the river. Got a river then no river back to got a river.
