If a talk show host speaking to a faceless audience of thousands or millions says they think someone should be killed, then a listener the host never met goes out and does it, there is no legal liability. Moral responsibility, certainly, but not legal.

But if you know someone personally and urge them to kill someone and/or participate in a scheme to get the target killed, that is conspiracy and probably some degree of negligent homicide.
