It does nothing of the sort. That more oil seeps in to the oceans naturally than from offshore drilling is an reasonably important point (OTOH oil from all artificial sources going in to bodies of water is greater than the natural seepage, but more of that is from use and disposal than drilling (which won't change with a change of the production location), and much of the rest is from transportation of the oil (which would increase if we move production elsewhere, as would the drilling losses for some drilling locations).
