Quoted life expectancy data is almost always deceptive. Hasn't most of the improvement been from how and where babies are born and a reduction of infant mortality?

For Social Security purposes, life expectancy at the time of initial employment, say 16 or 18 or 20, would give a fairer picture of the changes since 1900, 1933, 1945, 1985, and now.
