C2, think of them as individuals with Islamic Jihad ideology. They don't need a base. Once they have belief, the tools at hand are simple to apply. On 911, the 19 needed box cutters, a bit of simulator time and some airliner tickets. It doesn't take much genius to pour cyanide into a water reservoir, spray disease or poison over buffet food, buy sealed food at a supermarket, take it home, inject it with poison, then put it back on the shelf next week. They don't search bags on the way INTO a supermarket. Doing the poisoning at the supermarket could draw attention, but reading a label then putting the container back on the shelf would not. There is any number of ways of being disruptive though they are vicious thugs so actual mutilating murder is their ideal. One good thing about the Afghanistan war is that it's good live fire training. It acts as a good warning to others who might get too aggressive like North Korea. Training is all very well, but actually doing it is the best training. Being bankrupt isn't conducive to such efforts though. Mqurice
