IF 70% of corporations in the US already pay no taxes (I doubt the accuracy of that, especially since the topic is Illinois state taxes), it would be due to the tax laws passed by Congress and the states. Taxes should be made more simple but Congressional and state tax writers love complexity. Simplifying the tax code would IMO be wildly popular.
