I don't see why we would need to dissect the killer's motivation to make that judgement. Seems to me that we should leave such things to people who aren't crazy. I don't see Loughner as being apolitical. I seem him as being political in a way that most of us don't get, because it's crazy. I believe people are calling him apolitical incorrectly, because they can't place him easily on the spectrum we're all used to. He's neither a Republican nor a Democrat, neither a conservative nor a liberal. That's not a good reason to call him apolitical.
