OK, circling back toward a technology discussion, take a look at the 2011 Ward's 10 Best Engines:

Also, the video, while a bit long, is worth a listen since it describes engine power/torque/mileage improvements via various technological approaches, from smaller packages (even in the case of previous 10-Best winners bettering themselves going from a V8 to a V6).

So the claim from that article: "The trend has been that gains in fuel efficiency have been used to build bigger cars with more power, instead of cars that use less overall gas consumption" is certainly not true across the board, perhaps not even on average. Several other claims in that article seem at the very least to be disputable and/or have other explanations such as the major dip in car buying from the recession peak, which hasn't fully recovered back to average yet.
