Low-cost basic cable is common, my MIL has it for about $10/month. You just don't get many channels. Are they going to mandate how many channels to provide as well? And providing "personal computers, netbooks, or other computer equipment at a purchase price below $150" - now THERE'S a subsidy. Micro-management by government strikes again.
