They meassure it based on how happy and wise a child grows to become. Children are to be raised very gently and lovingly. Anyone who doesn't know that is a barbarian, IMO. Education, or behavior or happiness, is not enhanced by tough love. That is another one of those cruel primitive myths left over from days past. I have met the tough love crowd and they are just a bunch of losers who should not be raising children at all. I was a teacher for several years. They used to put me in unruly class rooms because I could handle them without violence. Using violence to control children, is just the failure of the parent. And very bad for the child.
