Certainly some people are going to benefit when you hire a bunch of people for new purposes, but the resources needed for their job (their pay, the materials they are working with, etc.) are taken out of the economy somewhere else. If just giving people jobs would ensure a strong economy, we could pay every able bodied person to dig and then fill in holes, and those who can't dig could tear up paper, or be payed for twittleing their thumbs. Not that your dad's work was useless, like those examples, it helped protect the country, but that's containing and then eliminating the risk of a worse situation, not directly increasing the countries economic well being.

Also even if WWII got us out of the depression (and I disagree with you about that) then you might say Tojo got us out of the depression. The decision to attack was pushed through by the military leadership more than the emperor.
