Internet is hopeless and expensive on Cook Islands. Hence poor responses from web sites. Perhaps some are hosted offshore. Avarua is the "main" city, which means pigs and hens are fewer in number than people wandering around. You can fly from LAX to Rarotonga and wander into town, set up your company, have a holiday, then go back for more snow and sleet due to global warming, and reflect on how nice it is to have some warming in Cook Islands.

The name of the company interested me so I asked them what they do. It was mainly asset protection for Americans who are taken prisoner by the USA as state serfs [contrary to popular mythological cant about freedom and self-determination in the USA which is certainly better than many other places though in absolute terms is more like a Khmer Rouge prison than Utopia].

Cook Islands needs fibre and Globalstar. While there I was trying to get Telecom [Cook Islands part of Telecom New Zealand] to get together with Globalstar to cover that part of the Pacific ocean from Fiji to Tahiti, NZ to nearly Hawaii.

China is in the process of acquiring the Pacific Ocean by cash flow persuasion [other than Taiwan though even there, they are using money more than military at present]
