Your facts are a bit muddled.

State has already answered (previous republican Gov. said the same thing), location is: in the state data vault.

Release of which (because of state's strict personal privacy law) can only be requested by the citizen to whom it appertains.

(In other words: if the 'owner' don't want it released, it ain't released. Data Privacy law.)

However, what HAS ALREADY been released is completely legal and official, and accepted by every court in the land, (and it's data was verified by referring to the original doc.)... and is in fact the only currently issued birth form that is available from the state registry.

What you want is a deprecated format, the paper original....
