Actually, it is a CONSTITUTIONAL REQUIREMENT (not 'a law') but several different laws have been enacted over the years who modify how the constitutional provision is to be interpreted by the courts. (For example, the law which retroactively granted 'native-born' status on those born in the Canal Zone... but there are several others as well.)

Even McCain has said that President Obama meets *all* of the constitutional requirements.

And, every court in the land (dozens now...) to which this question has been asked have also answered the same way.

The birth certificate issued by the state of Hawaii is OFFICIAL and is legally accepted as proof of native-born status by all courts, by the State department when issuing passports, and by every other required official body.

So, no... he has NOT 'failed to comply with the law'.

Every court in the land says what has been submitted fully complies with the law....

(You can claim differently but --- until you can come up with a court who says the birth certificate does not comply --- then you haven't a legal leg to stand on.)
