Because they have powerful drug gangs with little respect for the law.

But the law is somewhat effective, in terms of keeping guns out of the hands of ordinary citizens, not in terms of protecting those citizens. The laws reduce the safety and protection of those citizens rather than increasing it.

They do the same, to much smaller degree (since our crime is less and our access to guns is greater) in the US.
