Removing the cap on the super rich is a gentle way to tax the super rich. You are only adding 4.5 or 6.5 percent to their tax burden and addresses the SS shortfall. Jacking up the marginal rate is a more serious approach to reduce the unsustainable income gap between the wealthiest and the great majority of others.

The welfare narrative is employed by those for some bizarre reason who want to maintain and expand the income gap.
