The United States is not in that situation. We are still growing and we are competitive. We can't act like we are dying.

Oh, now I see the point you're trying to make. I think you've got the wrong idea if you think increasing the size of government is a growth tool. Tax cuts keep capital in the hands of individuals and corporations, and they use that capital for growth (to make more money). Also shrinking the scale and scope of government reduces regulations and restrictions on business and allows faster growth. A larger government might make the water cleaner and the food safer than it would be otherwise, but it doesn't drive economic growth.
