No it's not and worse steel shot is terribly unsafe for shooting at anything on or near the ground as steel ricochets far more easily than lead does.

The NRA's primary objection to lead was inconclusive science used to force millions of hunters to buy new guns as most shotguns in hunters hands could not use steel.

It's basically good for nothing but ducks.

IPSC is impressive - you should get out more often.
