Steel is also much lighter than lead, you would either get less power, or your dealing with higher velocities, either of which might be less than ideal in certain situations.

Tungsten is nice and heavy like lead, but it (and steel as well) is harder than lead, and its also more expensive. Also there was some concern about its environmental impact as well.

Gold is somewhat similar to lead, heavy and soft for a metal, and its also pretty benign in terms of reactions or toxicity, but gold is of course way too expensive. Can you imagine paying for gold bullets or shot. Ridiculous.
