He seems to be channeling Fernand Braudel. Braudel goes into capital transfer and capital world centers in Vol. 3 "The Perspective of the World" of his 3 vol. set called "Civilization and Capitalism 15th-18th Century." Published in 1979.

As you probably know, Black–Scholes was started in about 1973 or so if memory serves. Braudel has a paragraph about it in one of those volumes where he says it's all been tried before and it will end just as badly. When I read it in 1990, I started to get interested in gold. I was early to the party but feel good about it now.
