Maybe not......plating follows the contours of the surface until the plating on the roughened surface defect, eg a pit is plated until the plated surfaces touch each other...then a more even surface will be obtained....if the "unevenness is more severe it may take a lot of plating to do that..

But I know what you're saying and agree...
