Two lawyers who say two different things = difference of opinion. Law is not science and reasonable people can differ in opinion. The Virginia judge found that the law contained non-health care related parts that could stand on their own, so severed the mandate and parts related to the mandate, arguably, the whole health-care related part, gutting the whole law. The Florida judge found the whole was inseparable in any way, and struck down the whole law. The result is the same.
