China has the money. Leave it to them to deflect the asteroid. They have already shown they can intercept a satellite. They also have 4 times as many people so have a large incentive to deflect it.

In the case of CO2, China is the main problem, burning vast amounts of coal now and building new thermal stations by the dozen.

For an asteroid, leave it up to Bill Gates, Warren Buffett, Richard Branson and others with loads of money who are keen to save the world. The government would miss the target and accidentally hit Earth or not be ready to launch until too late.
