bob,
The GTL plants in the middle east have zero nat gas input cost. there is no doubt that with shale gas, the long term resource exists in North America to supply GTL plants. What must be done is for Federal and state gov'ts to work with industry to work out a new tax and royalty scheme for synthetic fuel or synthetic crude that everyone can live with.

Regarding the north slope, although the reserves are reported at 66TCF or greater, and infrastructure including a liquids pipeline, along with a tanker loading terminal, is in place, there are huge nat gas resources at hand in the lower 49, close to nat gas, crude and refined product pipelines.
