"Carter was an incredible asshole - but peak oil is a world production question not US only."

Carter had nothing to do with peak oil....production in the continental US simply peaked out and continues to come down as we drain everything we can....

"China - not a country with high environmental standards. The primary byproduct is Silicon tetrachloride en.wikipedia.org

Just like here companies will try to get away with anything they can....the case cited in the Post is an old poly plant and I am familiar with their method of silicon tetrachloride (STC) disposal since I once did it myself.... But STC is not the primary byproduct of poly production, it is in most cases the precursor but tricholorosilane is very popular now.... Both STC and TCS are very volatile and react immediately with water or water vapor to form SiO2 and HCl. The description of the "white cloud" in the Post is caused by STC reacting (hydrolyzing) with water in the ground or in the atmosphere.. The white cloud is actually SiO2 particles and the noxious gas that irritated the neighbor is HCL. We created a very angry neighborhood when we did it by pouring STC into a lagoon..later we simply dumped it in the ground...and it's true nothing will grow there since it's like a large lump of glass.

But not to worry, the byproducts are easily removed by scrubbers and materials to react with the HCL... The Post reporter was simply overwhelmed by the sight and the chemistry involved. That plant will continue to do that until the government stops it.

"China has a pollution issue with that chemical now."

They have as issue with that site right now...but new plants coming on line and purchased from us have methods to deal with the byproducts...See below:

"Reports of silicon tetrachloride pollution in China have been associated with the increased demand for photovoltaic cells that has been stimulated by subsidy programs"

Despite your fondest hopes solar cells and wind turbines are here to stay to replace that oil sucked greedily out of the ground. BTW, the oil companies continue to get subsidies....
