If your talking about taking any kind of action, cost is always a consideration. Also in the conversation cost was directly a consideration. I posted about it, and you also mentioned it.

More directly answering your new question - "can we continue to increase the amount in the atmosphere without effect?"

Short simple answer - No.

But "an effect" is extremely unspecific, almost to the point of being totally meaningless.

Also changes in CO2 levels is not the only important factor.

China.....they are now the no. 1 producer of solar cells ....they are also the no.1 producer of wind turbines

They are also the number one producer of new coal plants, and the majority of their electricity comes from coal and will continue to do so for some time. They are the number one emitter of CO2, and over the coming decades they will add more CO2 production than we could reasonably remove.
