Who in their right mind would have let these people sign a mortgage contract with a bank?

Sounds intelligent to me.

The banks had to disregared Due Diligence to make the "loans."

No one forced them to do that!

So when joe blow lied to them, who`s fault was it when they gave joe blow the money?

You forget one thing. A mortgage contract has two parties.

You are saying it's all the banks fault when in fact a lot of people should have known better.
