As reported by several of the people in the article it was a classic case of stupidity. Criminal Records checks must be done for a specific reason. Meaning investigations that you are charged with conducting. There is no way of conducting them without the criminal history checks without leaving "footprints", huge "footprints". It requires not only your agency ORI number, but the receiving agents name. Placement of a false name would still show the records request began at YOUR terminal.

I actually don't know what he was attempting to find, because it would reveal adult arrests and nothing that isn't known. Juvenile records aren't available on the Criminal History terminals. Many, many other things are, however, each requires a separate entry request from a different screen.

LexisNexis would provide more interesting issues.
