It seems clear that Franklin, the registrant, is doing the delaying. I'd be looking for an 'if' should the question be partial acceptance. It looks like there is no implied change in obligation on the Registrar, the SEC.

"THE REGISTRANT HEREBY AMENDS THIS REGISTRATION STATEMENT ON SUCH DATE OR DATES AS MAY BE NECESSARY TO DELAY ITS EFFECTIVE DATE UNTIL THE REGISTRANT SHALL FILE A FURTHER AMENDMENT WHICH SPECIFICALLY STATES THAT THIS REGISTRATION STATEMENT SHALL THEREAFTER BECOME EFFECTIVE..."

The gist is, it isn't effective until WE say so. The question is why? Why delay the acceptance unless to allow Franklin to set the table and bring out the main dishes first. Seems like a good idea. I mean, lots of folks want to get in at the last moment and get the best bang for the buck. Frank loves surprises. You'ld think we'd expect them.

You may be right, Martin. Darrel reported Friday that Tom Russell expects the acceptance by this week's end (post #20826). Well, it's something to look forward too.
