The rolling blackouts in Texas that rolled and just kept on rolling over the same customers were due to poor planning from the (R)'s that run Texas. So many places were "protected" from loss of power ( hospitals, nursing homes, etc. ), that when the ice storm took down a chunk of Texas's generating capability, the SAME "unprotected" areas were made to pay the price. Repeatedly.

I talked to some Austin victims. They were just getting their shit back together from the first blackout when the next one hit. Total waste of productivity - they might as well have skipped work that day.
