It would be lunacy. If they developed an OS they'd have to use it in their phones. If it failed, they'd have a turkey on their hands.

As it is today, they make money on their own phones and a substantial portion of the non-Samsung brands that are sold.

Because it is a risk, and it takes vision and experience and talent and a LOT of work.

Why would they take such a risk when they don't need to?

I think the argument that Samsung lacks vision and experience and talent cannot be supported by the facts. They have a radically different risk profile.
