Other than Steve Forbes, how often do you hear a rich person arguing for a flat tax that's high enough to bring in the historical average of revenues? Not much. Or even a flat tax of 15% as some have proposed.

The reason for this is that many, if not most of the rich, have an affective tax rate that is lower than the 16 to 19% average revenue range.
