He absolutely, most certainly did. You have a very short memory.

Going into the Reagan years the greatest fear amongst Americans was the nuclear proliferation issue, which Carter had failed miserably to make any progress with. We had no concerns about ANYONE in this arena other than the USSR.

Reagan ended that. Single-handedly.

And to be frank about it, had we stuck with SDI, we likely would have fewer concerns about it even today. The remnants of SDI are the principle reason we don't consider some countries threats today.

We can't hold Reagan responsible for subsequent mis-steps, like Clinton's horrible deal with NK, which has allowed proliferation a new lease on life. He solved the problem that was the threat at the time. As we knew it.
