Did you try going into your closest IRS office in person? You were caught in a computer history file mess and needed a real person to intervene. At least this is my guess.

I had to help my mother deal with the government over the fact that she had two different birthdates on file with them. Every so often she would have a medicare claim disallowed. This went on for TWENTY years with her trying to resolve it by mail. I finally forced her to go in with me to the Federal Bldg. in Little Rock with a certified copy of her birth certificate and other ID, demand to see the supervisor of the entire office, and not leave until we had a signed statement from that supervisor that this mistake had been corrected.
