Tom, there's no way to tell whether it's short-selling, but I would strongly doubt it in a .06 stock. A more likely theory is that some person or entity has been unloading a large number of shares at the offer. And when another real live person sees the large supply and immovable offer, he undercuts the seller on the offer to sell his own shares. Happens all the time.
