After reading the details of the federal offer, I will be shocked if any state accepts the funding except California. Any cost overruns are to be funded by the state? You know there's going to be cost overruns. We've seen the administration's abilities with math problems, just look at the proposed budget. There's no way these buildouts come in on budget, especially with the "non-existent" inflation that we are experiencing. California will accept it because our state government is stupid.
