Sure the top management is responsible, a lot of the past managers probably should have been pushed out long before they actually left. They should and should have been held responsible for their mistakes.

But that doesn't mean other factors aren't important or shouldn't be recognized. The UAW was a huge negative factor (and maybe still is one).

The UAW wouldn't have been a big factor had upper mgmt been doing their job. After all, the buck stops with upper mgmt, not the unions.
