The only book I can recommend is Kathryn Staley's "The art of short selling." It doesn't explain the ABC's of how to short stocks, or how to incorporate short sales into your portfolio in a desired portion, though. It's just a collection of case studies of particular stocks.

You must decide what is right for you, but I would suggest that if you aren't using margin leverage on the long side, the short: long ratio in your portfolio might be anywhere from 0.05:1 to 0.3:.

I wouldn't recommend shorting a stock with less than 20k average daily volume, or less than a few million shares of float. You can check those numbers for a particular stock at marketguide.com
