Also "shut down" is not very binary in this context. You are not "shut down" or "not shut down", you are more or less shut down. Even right after it falls two inches doesn't shut Dallas down as much as 20 inches shuts New York down.

Following your logic......if NYC needs to be prepared for a 20 inch storm, then Dallas needs to be prepared for a 2 inch storm.

If 2 inches did nearly totally shut Dallas down for a week, and if more common one inch storms and half inch storms where nearly as bad and more common, still leaving Dallas largely shut down, than yes Dallas should be prepared for a 2 inch storm.

But the fact is that people can get around in a two inch storm. Dallas might not plow the roads, but its possible to drive an ordinary vehicle in 2 inches of snow. Trying to drive a car in 20 inches of snow OTOH is a whole different story, even if the driver has a lot of experience with snow, and has a 4 wheel drive, high ground clearance vehicle.
