Gerald, the Rick Rule article is now on the news.com "more news around the web", listed at slate.com. It appears Rick is more closely related to Charles Rule than I thought.

Rick Rule is a Washington lawyer and former assistant attorney general in charge of antitrust.

So, I guess it's Charles "Rick" Rule, employed by Microsoft "on other matters". Of course, we'd expect the antitrust chief in the Reagan administration to argue against enforcement of antitrust law, vs. Microsoft or just about anyone else, unless it was some commie union or something.
