I think there is something to it, housing and zoning rules do hurt some of the states that are losing population, but I think the author looks too much at listed per capita income/wages/production unadjusted for differences in prices. The same amount of money is worth more in some places rather than others. Also current rules would impact growth, and a place with less restrictive rules (for housing, or jobs, or whatever) would not necessarily jump past the more controlling states right away.
