Ships sailing in that area are going to have to start convoying together WWII style....with shipping lane access highly restricted and a free fire zone established for any unidentified boat not in distress. I have no problem with merchant ships being prepared to repel boarders.

Any live pirates captured need to be given the "float test" as we used to call it.
