There will be an installed base of 140 million Android portable devices, including smartphones and tablets, by the end of 2011, according to a forecast from IMS Research.

I would guess the number to be significantly higher than that. The current installed base has got to be close to 60 million and although I think 250 million in 2011 is wishful think on your part, 150 million would seem realistic, which would give Android an installed base of 210 mm. These guys are pretty much predicting a disaster.
